The Challenge
Following Hurricane Ian, Volusia County faced widespread housing damage that required swift, code-compliant rehabilitation across hundreds of residential structures. To secure funding through HUD CDBG-DR program, the County needed a partner that could inspect, document, and validate damages for up to 1,500 homes, while aligning with federal, state, and local program requirements.
Our Approach
CSA was selected to lead this critical CDBG-DR effort based on our deep expertise in disaster recovery assessments, cost estimating, and housing rehabilitation oversight. Our licensed residential contractors, engineers, and architects are performing in-depth inspections of storm-impacted residential properties, identifying damage, code violations, and health and safety concerns.
For each structure, CSA develops a detailed, federally defensible scope of work and cost estimate tailored for construction bid and grant reimbursement purposes. These scopes address structural repairs, MEP (mechanical, electrical, plumbing) systems, environmental health hazards, and code compliance, ensuring full alignment with CDBG-DR and HUD guidelines.
