CSA History

CSA Consulting Group was founded in 2017 by Chris Spillman, following more than 15 years of direct experience in emergency management, disaster recovery, and public assistance. Early in his career, Chris worked with the New York City Office of Emergency Management, where he witnessed firsthand the catastrophic impact of the September 11 attacks. That experience shaped his understanding of the urgent, complex challenges facing disaster-impacted communities.

Over time, Chris observed a critical gap in the consulting industry: many firms engaged across every level of the disaster recovery process but often failed to focus on the specific needs of the Applicant – the local governments, special districts, and community organizations tasked with driving recovery forward.

CSA was created to change that. Chris established a firm solely dedicated to supporting Applicants through the FEMA and HUD recovery process—from FEMA Public Assistance (PA) and Hazard Mitigation Grant Programs (HMGP), to HUD CDBG-DR. His mission: deliver a simplified, Applicant-centered approach grounded in advocacy, accountability, and results.

Today, CSA combines field-tested expertise with modern tools, including proprietary data systems like CSAi.d., to guide clients through the full recovery lifecycle. We prioritize early intervention, address common friction points, and maintain compliance while accelerating access to funding. Every engagement reflects the values CSA was built on: clarity, precision, trust, and unwavering support.
