Chris Spillman is a seasoned project executive with over two decades of experience in disaster recovery, construction management, and federal grants administration, specializing in Stafford Act-funded programs including FEMA PA, HMGP, HUD CDBG-DR/MIT, and USDOT’s FHWA/FTA Emergency Relief programs.
Chris has successfully led the management of disaster claims ranging from $25 million to over $2.2 billion, with a cumulative portfolio of recovery and infrastructure projects exceeding $3 billion. He brings deep expertise in damage assessment, grant formulation, regulatory strategy, and federal compliance, with hands-on leadership across project scoping, cost estimating, procurement review, and audit defense.
In his career, Chris has overseen multidisciplinary teams of 30+ professionals, managing high-stakes recovery projects across urban, rural, and coastal jurisdictions, including major initiatives in New York, New Jersey, Florida, Texas, and Louisiana. He was instrumental in managing FEMA PA and insurance recovery operations for the Port Authority of New York and New Jersey following Hurricane Sandy, one of the largest infrastructure recovery efforts in U.S. history.
