The Challenge
Charlotte County faced widespread damage across more than 400 assets after five federally declared disasters. From public libraries and community centers to utility infrastructure and emergency service buildings, the scope and complexity of the recovery required a coordinated, expert-led approach. The County needed a partner that could handle grant compliance, large-scale damage assessments, full design, and reconstruction oversight—while ensuring every recovery dollar was eligible, documented, and reimbursable.
Our Approach
CSA was selected by the Charlotte County Board of County Commissioners to lead a full-scope disaster recovery initiative. Working in partnership with key County departments, including Facilities, Public Works, Utilities, and Community Services, CSA provides end-to-end support. From initial damage inspections to FEMA project formulation, design, and construction oversight, we ensure each asset is restored efficiently, compliantly, and with long-term resilience in mind.
Our process is built on technical precision, regulatory expertise, and a commitment to client partnership, ensuring that every dollar spent is eligible, and every project is designed to withstand future risks.
CSA delivers integrated disaster recovery and infrastructure support, including:
- Multi-hazard damage assessments and FEMA eligibility analysis
- Cost estimating using FEMA CEF and RSMeans methodologies
- Scope development and strategic repair recommendations
- Full architectural and engineering design across vertical and horizontal infrastructure
- Permitting, environmental reviews, and construction administration
- Public Assistance grant management, PW development, and documentation tracking
- Insurance inventory coordination and reconciliation to avoid duplication of benefits
- Close coordination with FEMA Program Delivery and Site Inspection teams
Impact
With CSA’s leadership, Charlotte County is on track to recover over $225 million in FEMA Public Assistance funding. More importantly, each project is being restored with a focus on future resilience, full compliance, and cost-efficiency. Our streamlined coordination model and embedded teams reduce administrative burden on County staff while accelerating reimbursements, minimizing scope disputes, and ensuring successful audit outcomes.
