Stephen Bukowski is a skilled Project Manager with extensive experience in construction management, military engineering, and post-disaster recovery. With a background as a U.S. Air Force Captain, Stephen brings disciplined leadership, mission-focused execution, and technical expertise to high-stakes infrastructure projects across both military and civilian sectors.
At CSA, Stephen plays a key role in construction recovery efforts for Charlotte County following Hurricanes Ian and Milton. He has overseen complex, high-value projects including the West County Mini Transfer Station and the Mid-County Regional Library, supporting final design, contractor coordination, and field execution in alignment with FEMA Public Assistance requirements.
Stephen led the development of FEMA Project Worksheet (PW) packages for major assets such as the Charlotte County Jail, and authored procurement-ready Request for Bids (RFBs) to facilitate timely and compliant project initiation. He also supported CSA’s Parks Facilities recovery portfolio, ensuring PW updates were accurate, eligible, and submitted within required timelines.
